1310 Zero Benefit Amounts

A. Consider assistance units who have three or more members and who are categorically eligible as SNAP recipients when a zero allotment resulted.
1. DO NOT deny the assistance unit; and
2. Generate the appropriate notice (see Tables).
B. Consider an individual to be a recipient when a zero POWER payment resulted from (This counts as a month toward the 5 year limit):
1. The $10 limit;
2. Noncompliance/nonpayment; or
3. The recovery of an overpayment.
